Cannot connect to the workflow manager with IE

Environment: One SharePoint Server, one SQL, One workflow Server.

In a domain.

I setup workflow manager and installed the client. I connected from the workflow manager server to SQL using SSL

I wanted to do a test before configuring the SharePoint farm with the workflow farm. I followed the instructions in the video here:https://technet.microsoft.com/en-us/library/dn201724.aspx

 They want to ensure you can access your SharePoint site and the workflow site before paring. I can get to the SharePoint site but when I'm on the workflow server I brought up IE 11 and went to the workflow URL,https://wf.domain.local and I received a logon box. I followed the example in the video by placing the WF URL in the local Intranet trusted sites of IE but that did not work. Still got the logon box. The account I used was the same account used for the application pool (domain account).

My setup on the WF server in IIS for authentication is Anonymous and Windows Authentication are enabled.

Error message:

-<Error xmlns:i="http://www.w3.org/2001/XMLSchema-instance">
 <Code>AuthenticationError</Code>
 <Message>Authentication Failed. Valid credentials must be provided for one of
the following protocols: Negotiate.
</Message>
 </Error>

What am I missing?
